Eileen Hannigan is a sought-after industry expert in behavioral studies, DR, and the smart home with more than 15 years of research experience. Eileen builds strong teams to lead quantitative and qualitative work across the company, continuously mentoring and training up-and-coming leaders. Her expertise spans program design, impact and process evaluation, market research, and propensity analysis for residential and commercial measures, pilots, and programs. Centering client and customer needs in her work, Eileen brings a social science perspective to technologies and programs, carefully considering the interactions between people and technology. She applies this lens to her work in experimental design, evaluability planning, market research, and evaluation. Eileen has particular expertise in understanding the drivers and barriers for behavior change and energy efficiency participation among residential and small business customers.

On the small business side, she led a statewide behavioral potential and segmentation study as well as several micro-targeting studies. On the residential side, she has evaluated several models of behavior change programs including randomized control trial opt-out programs, programs for hard-to-reach segments, quasi-experimental opt-in programs, and residential and school-based pilot behavior programs. Eileen currently serves as Board of Directors Chair (2017 – current) of Citizens Utility Board of Wisconsin and has been a member since 2014. She holds a Master’s of Sociology from the University of Wisconsin and bachelor’s degrees in Mathematics and Sociology from Cornell University.
